Capital Football is pleased to launch its new Strategic Plan, Path to 2030, setting out a clear direction for the growth, development and sustainability of football across the Capital Football region.
Rather than simply publishing a strategic document, Capital Football has developed a comprehensive implementation framework to support the Strategy. This includes detailed Strategic Pillar documents outlining the key initiatives and performance measures for each area, together with an operational plan that translates those initiatives into specific actions, responsibilities and delivery timeframes.
The plan establishes Capital Football’s purpose, vision and values, supported by five strategic pillars that will guide the organisation’s priorities, investment and decision-making through to 2030.
Capital Football’s purpose is to drive lifelong engagement in football where participation, sportsmanship and excellence thrive across every level of the community. Its vision is for a united football community working together to progress the game.
The five Strategic Pillars are:
Participation
Supporting clubs, schools and volunteers to deliver positive football experiences that grow participation and enable a lifelong connection to the game.
The Participation pillar focuses on improving behaviours and respect, increasing participation among women and girls, growing futsal and other forms of football, and providing stronger support for clubs, coaches and volunteers.
Facilities
Building the infrastructure needed for football to thrive.
This pillar includes completing a territory-wide facilities audit, developing a strategic infrastructure investment plan and advocating for increased government investment in football facilities, playing surfaces and supporting infrastructure.
Pathways
Creating clear pathways for development and excellence.
The Pathways pillar focuses on establishing clear and evidence-based development opportunities for athletes, coaches and referees, while strengthening education, mentoring, recruitment and retention programs.
Competitions
Delivering high-quality competitions and experiences.
This pillar will guide improvements in competition administration, communication, referee appointments, digital systems, match-day operations and participant satisfaction.
Governance & Operations
Leading the game through strong governance and sustainable operations.
The Governance & Operations pillar focuses on transparent and fit-for-purpose governance, sustainable funding, stakeholder engagement, commercial growth, organisational performance and the long-term sustainability of major events, including Kanga Cup.
Capital Football CEO Samantha Farrow said the Strategic Plan and supporting Strategic Pillar documents provide a clear framework for the organisation’s future and how it will measure success over the coming years.

It was important that this was more than a document outlining our aspirations. By developing detailed Strategic Pillar documents and an operational plan alongside the Strategy, we have created a framework that will guide our priorities, decision-making and investment, while enabling us to measure our progress over time.
Achieving our vision will require a united football community working together to progress the game. Capital Football cannot achieve these outcomes alone, and we look forward to working closely with our clubs, volunteers, referees, coaches, participants, partners and government stakeholders to bring Path to 2030 to life.”
